State of Emergency Declared in Reynolds County

The Reynolds County Commission has declared a state of emergency in the county. The resolution was ratified by the county commission Monday afternoon.

 

The resolution reads:

EMERGENCY GOVERNMENT PROCLAMATION AND / OR RESOLUTION OF A STATE OF

EMERGENCY IN REYNOLDS COUNTY

RESOLUTION -13-30-20

WHEREAS, in December 2019; medical professionals detected a novel coronavirus, now designated as

“SARS-CoV-2 which causes a disease known as “coronavirus 2019” abbreviated and popularly known as

“COVID-19′; and

WHEREAS, on January 30, 2020; the World Health Organization Director General declared an outbreak

of COVID-19 as a Public Health Emergency of International Concern, advising countries to prepare for

containment, detection, isolat1on and case management, contact tracing and prevention of onward

spread of disease; and

WHEREAS, on March 11, 2020; the World Health Organization Director General characterized the

COVID-19 as a pandemic; and

WHEREAS, on March 13, 2020; the President of the United States declared the COVID-19 outbreak a

national emergency; and

WHEREAS, on March 30, 2020; the Reynolds County Health Department has issued a Public Health

Emergency Order for updated guidelines for restaurants and public gatherings, (see attached); and

WHEREAS, the existence of this has resulted m the declaration of a worldwide pandemic and declared

an Emergency in the state of Missouri, and 1n according to the guidelines from the President and the

Centers of Disease Control and Prevention it is appropriate and necessary to take appropriate action to

reduce the possibility of exposure to COVID-19 and to reduce the spread of COVID-19 and to reduce the

spread of COVID-19; and

WHEREAS, COVID-19 is highly contagious and is spread through close contact between persons by

respiratory transmission and poses a serious health risk for Reynolds County residents and visitors, and

large gatherings of persons may accelerate the spread of infection in Reynolds County posing risk of

health of our community which requires emergency action, and;

WHEREAS, that areas within the boundaries of Reynolds County, Missouri; are immediately threatened

with COVID-19 resulting in mild or severe symptoms with the elderly population and those with serious

underlying medical conditions being most at risk of which some cases could be fatal, with attempts of

curtailing the spread for the protection of the Health and Safety of residents and visitors in Reynolds

County, Missouri, and an emergency exists;

NOW THEREFORE, we Reynolds County Board of County Commissioners, Reynolds County, Missouri,

hereby declare a state of emergency ex1sts in Reynolds County, Missoun; and we hereby mvoke and

declare in full force and effect in Reynolds County, Missouri; if need, all laws, statutes of the State of

Missouri, and Reynolds County, Missouri, for the exercise of all necessary emergency authority for the

protection of the lives and property of the people of Reynolds County, Missouri; and the restoration of

local government with a minimum of interruption; and

As pursuant with Chapter 44 of the Revised Missouri State Statutes, and Court Orders, as pertinent to:

Chapter 192.300 RSMo and CSR 20-20.050.3, the Reynolds County Commission and the Reynolds County

Health Board are authorized to promulgate orders intended to enhance the public health and prevent

the entrance of infections, contagious, communicable, or dangerous diseases such as COVID-19 into

Reynolds County, a declaration that a state of emergency exists in Reynolds County, Missouri; and

All public officers and employees of Reynolds County, Missouri; are hereby directed to exercise the most

diligence in discharge of duties required of them for the duration of the emergency and in the execution

of emergency laws, regulations, and directives state, and local not to conflict with any rules of regulation

authorized by the Department of social Serv1ces under Chapter 198 RSMo; and

All citizens ae called upon and detected to comply with necessary measures, to cooperate with public

officials and to obey and comply with the lawful directions of properly identified public office.

IT IS FURTHER ORDERED that the Reynolds County Health Department may promulgate such mandatory

or advisory rules, policies, and guidance as is necessary and appropriate to implement this Order.

Mandatory rules and policies so promulgated shall have the force of law to to the greatest extent

permitted Federal, State and County law.

IT IS FURTHER ORDERED this state of emergency shall be effective at 12:01 a.m.

March 30, 2020; and expire at 12:01 a.m. fourteen (14) days to the last confirmed case of COVID-19

Within the confines of Reynolds County; to coincide with actions previously taken by the Order of the

Health Department. This order may be extended if necessary or terminated upon subsequent order

declaring the emergency no longer exists. A copy of this Order shall be filed in the Office of the

Reynolds county Clerk before 5 p.m. this date and copies of sa id order shall be printed and available for

the distribution to the public in the Office of the Reynolds County Clerk,
